    Edward William Gantz Jr., 84, of Alva, Wyoming, passed away peacefully with his family beside him on March 31, 2024. Ed was born on October 22, 1939, to Edward Gantz Sr. and Margaret (Sipe) Gantz. He grew up on the family ranch where he lived until the time of his death. He attended his primary school years at Belle Country School that was located on the family ranch. Later he attended school in Hulett, graduating in 1957.     Rolland “Butch” Helkenn, 86, of Sundance, Wyoming entered fully into the presence of his Lord and Savior on March 27, 2024. Butch was born on January 14, 1938, in Clark, South Dakota to Edward and LaVerne (Kruthoff) Helkenn. He grew up with four brothers, one sister and one uncle on the home place located in Fordham Township. He attended Fordham Elementary and Logan High School, where he met his wife, Betty Marie Carter.     Voters will be asked this year to again approve the Specific Purpose Sales and Use Tax (SPOT), which raises money that goes directly to the four municipalities and the county and is used for infrastructure needs that are often difficult to fund elsewhere.     A town election will be held on Tuesday, May 14 from 7 a.m. to 7 p.m. at the Greater Hulett Community Center. Voters will be going to the polls to elect two council people who will serve four-year terms. Terms are ending for Brian Kennah and Terri Johnson.     BUFFALO — A new law to come out of the 2024 legislative session will eliminate some of the hoops that contractors have to jump through to obtain licenses in different municipalities, but an unintended consequence may be felt in city building department revenues.
