Hulett Town Council

The Hulett Town Council met on Oct. 5, 2022 at 7 p.m. at town hall. Present were Council Backen, Bears, Johnson, Kennah, and Mayor Parsons.

Motion to approve minutes, Backen/Kennah, mc.

Motion to approve the agenda, Kennah/Backen, mc.

Financial report was given, motion to approve, Backen/Kennah, mc. Discussion held on working on ordinance clean-up.

Police – Worked on ordinances

Public works – Four applicants received so far. Met with Kenny Rathbun about alley issues, including settling and not draining properly. Mowers serviced and water drained for the winter.

General bills – Motion to approve, Backen/Bears, mc.

Motion to approve airport bills, Kennah/Backen, mc.

Motion to approve community building, Backen/Bears, mc.

Motion to pay landfill closure bills, Bears/Backen, mc.

Council talked about putting out the commercial property for bid on Red Devil Drive Addition Phase 2. Initial advertisement will be for $800,000, it will be in the local paper and the Casper Star.

Planning and Zoning commission will be Tuesday, Oct. 18th

Dec. 16 will be the Christmas Party at the golf course.

Motion was made to approve the Bud Smith building permit, Kennah/Backen, mc.

Motion was approved to approve the fence permit on Cole St. Backen/Kennah, mc.

The Mayor will contact Randy Gill with the school district about the land swap he emailed about. It was the council opinion that the property they asked about would be prime property so will contact him and see if another location would work. Pat reminded council that a land swap could take 4-5 months and would need a full appraisal.

The attorney and Chief of Police reviewed the ordinances that have been updated or are new.

Ordinance #7 Series 2022 No livestock in town was read and first reading approved, Kennah/Backen, mc.

Ordinance #8 Series 2022 Licensing of animals was tabled, Kennah/Bears, mc.

Ordinance #9 Series 2022 Animal Excrement (animals defecating on public or private property) 1st reading failed for lack of a motion

Kennah made the motion to go into executive session to discuss personnel, Bears seconded, mc.

Motion to go back into regular session, Johnson/Kennah, mc.

Motion to give the Mayor the authority to hire on Ben Pravecek’s recommendation a public works employee and offer a wage up to $17.00, Kennah/Backen, mc.
