Jeanne moved to approve the minutes from September 6, 7 & 14, 2022. Fred seconded, all ayes, motion carried.

Fred moved to approve the BOE minutes from August 30 & September 7, 14 & 30, 2022. Jeanne seconded, all ayes, motion carried.

Jean Lenz was presented with a certificate of appreciation for her years of service to Crook County.

Jeanne moved to accept “Disclosure Statement for Investment of Public Funds” from the following person: Ray Marchant. Fred seconded, all ayes, motion carried.

Jeanne moved to approve the following resolution:

RESOLUTION NO. 2022-23

FISCAL YEAR 2022 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2022 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.

• $9,713.06 to the Road & Bridge Repairs;Tires;Parts-from Unanticipated Revenues due hail/wind damage expenses

• $20,000.00 to the Capital Improvement PH HVAC Repair-from the Capital Improvement PH/MH Cabinets due to a budget inaccuracy

Fred moved to transfer funds as follows: Pursuant to Wyoming Statute 16-4-112, notice is given that a Resolution has been proposed to transfer the following funds. Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on November 1, 2022 at 8:30 o’clock a.m. to consider such proposed resolution.

Fred moved to approve and for the Chairman to sign the annual Clerk’s Abstract Statements for the period of July 1, 2021 through June 30, 2022 as per W.S. 18-3-515. Jeanne seconded, all ayes, motion carried.

Joe Baron, County Attorney, Tina Wood, Clerk of District Court, Jeff Hodge, County Sheriff and Tammy Jundt, County Treasurer were present to go over items of interest within their departments. Also present were Dan Thomas & Bob Latham.

Melissa Jones, County Clerk: recorded 830 documents and made 316 titles, completed the set up for the general election, received ballots, held the public test of voting equipment on the absentee machine and got the absentees sent out, completed the Clerk’s annual abstract attended the salary committee meeting, WACO meetings and online LATCF webinar, office still very busy.

Jeff Hodge, County Sheriff: present jail roster and stats, working on repeaters on Warren Peak and at Alva, working on transferring SO transport vehicle to Senior Services, hired a deputy and dispatcher.

Joseph M. Baron, County Attorney: Joe Baron: New Cases: 30 Closed Cases: 27 Current Case Load: 60 In Court: 10 times John Starcevich: New Cases: 14 Closed Cases: 19 Current Case Load: 44 In Court: 25 times We also have 21 cases involving minors in Juvenile Court or Diversion. Attorneys also dealt with civil matters for the county officials. Joe appeared before the Governor’s Office on state Budget 160 that reimburses funds for all county Attorneys across the state, reviewed several road matters on roads 216, 281, 21, 807 and 160 and prepared documents, reviewed Large Acreage Subdivision regulations, reviewed bonds, MOU’s with the Forest Service for the revision of the Forest Plan, reviewed enlargement of a service and improvement district and other agreements. We have requested assistance from UW Prosecution Assistance Program for several appeals to give law students some training in real cases. Joe and John attended WACO and obtained 11 hours of CLE training.

Theresa Curren, County Assessor: Employees are busy getting their education by going to IAAO classes offered by the Department of Revenue throughout the state.  Working with entities that want to form a Service and Improvement District.  Created several tax roll corrections now that the tax roll has been accepted and mailed out by the Treasurer.  Review crew is picking up new construction for tax year 2023.

Tammy Jundt, County Treasurer: Total receipts were $3,045,391.94 and disbursements to the county, county boards, towns and schools were $2,664,171.91. In September we did 2,106 transactions. I worked on the property tax rollover, printed and mailed the property tax invoices. Attended the salary committee meeting. Worked on the County Treasurer’s Abstract and submitted. Attended the WACO meeting in Gillette last week. I met the other Treasurer’s from around the state and learned a lot. I completed the Predatory Animal receipts and disbursement report.

Tina Wood, Clerk of the District Court: Attended the Joint Judiciary meeting in Casper; topics included were the Bond amounts for the Clerks of District Court being raised to $100,000; we discussed the need that all elected official’s bonds need to be reviewed as the statute hasn’t been revised since the late 1800’s. We also are discussing the probate filing fees; a working group of which I am on will be meeting to discuss this prior to the next meeting. Attended the Salary Matrix meeting, a Child Support Authority meeting and WACO. Julie is at training for our new computer system this week and I will be going next week. Through this process we have been told our scanners are not compliant with the new system so we will need to purchase new ones prior to the go live date of November 7th. We have been doing a lot of preparation to meet the transition to the new computer system.

County Commissioners: Kelly: general business, phone calls Jeanne: met with the South Dakota Stockgrowers president about the Forest Revision Plan, attended our subdivision meeting, met with Sarah Pridgeon & BLM officials via Zoom about their revision process, virtually attended the NEWY Outdoor Rec. Council planning meeting, attended WACO and BOE meetings and was a panelist on the Internet For All session. Fred: Attended WACO had conversations with Dallas Rolf about County Road realignment.

Jeanne moved to sign a Proclamation declaring October 23 – 29, 2022 as Childhood Cancer Awareness Week. Fred seconded, all ayes, motion carried.

Present for hearing on Cold Springs County Road No. 21 and Lost Canyon County Road No.807 were Mark Hughes, Mike Frey, Mike McGuckin, Tom Crowder, Bob Latham, Tim Lyons, County Planning Administrator, Jeff Hodge, County Sheriff and Joe Baron, County Attorney.

nine (9) written objections were filed in a timely manner with the County Clerk to the petition to vacate a portion of a county road known as the Cold Springs (or Black and Yellow Road) County Road No. 21, and to vacate a portion of the Lost Canyon County Road No. 807.

There were no claims for damages filed by any objector in writing with the County Clerk of Crook County at P.O. Box 37 Sundance, WY 82729 on or before noon on October 3, 2022, therefor any claim for damages shall be disregarded, and not considered, and shall be deemed to have been waived and forever barred pursuant to W.S. 24-3-113. In accordance with the advertised Notice in this matter since there were written objections the hearing upon the petitioners’ petition to vacate, their presentation, your written objections and any presentation that you may have in this this matter shall be considered on November 1, 2022, at 2:30 PM. by the Board of County Commissioners in The Crook County Commissioner Room, 309 Cleveland St., Sundance, WY. After said hearing the Board of County Commissioners may proceed to vacate said portions of the County Roads pursuant to W.S. 24-3-118.

Doug Leis, Fire Warden gave a monthly report.

Present for the monthly KLH update and response to the audit findings were Tom Overstreet, Jeff Hodge, Tim Lyons, Joe Baron, Bob Latham, Tammy Jundt and via Teams Tina Wood, Jon Iglehart, Dean Di Lello and Kevin Kiesel.

Jim Geis was present to discuss how subdivisions will impact Geis County Road. Requesting that the road convert from an unmaintained county road to a maintained county road.

Morgan Ellsbury, Road & Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor continued their monthly reports.

Nate Holst, Sundance Area Game Warden and Mitchell Kern, Moorcroft Area Game Warden, were present to discuss predator management in Crook County.

The Board discussed an application received for the Crook County Predatory Management District Board.

Jeanne moved to make the following board appointment:

Kenny Morga- Crook County Predatory Management District Board Member, Representing Sportsmen/Hunter Three Year Term
