CROOK COUNTY LAND USE PLANNING & ZONING COMMISSION MINUTES AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

Monday, June 13, 2022

7:00 p.m. Present were Chairman Morgan Ellsbury, Vice-Chairman Cody Galloway, Member Terry Wilkerson and Member Dustin Buckmiller, Member Mary Yemington was absent.

Chairman Morgan Ellsbury asked if there were any amendments to the agenda. Terry Wilkerson moved to accept the agenda as printed; Vice-Chairman Cody Galloway seconded, all ayes, motion carried.

Chairman Morgan Ellsbury asked if there were any additions or corrections to the May meeting minutes. Terry Wilkerson moved to adopt the minutes from the regular meeting held May 9, 2022; Vice-Chairman Cody Galloway seconded, all ayes, motion carried.

Chairman Morgan Ellsbury opened the public hearing for the Large Acreage Subdivision Regulation, the commission members introduced themselves and provided some background information about the proposed regulation. Chairman Morgan Ellsbury then asked for input from the public in attendance. Present for the discussion was Gary Davis, Jim and Sharon Oster, Marcy Havner, Quentin Roger, PRECORP, Steven Waliezer, Callie Hilty, Bridget Helms, Kathi Driskill, Wayne Wilson, Randy Leinen, Pat Donahue, Stacy Schelldorf, Pat Goldhammer, Ralph Goodson, Crook County Commissioner Chairman, Kelly B. Dennis and County Attorney, Joseph Baron. There was discussion concerning subdivision road width, county road access, impacts to local water sources and water drainages, overhead electrical power easements, established private easement widths, how will this regulation if adopted impact developments where a financial investment has been made and work has started, impacts to wildlife and migration routes; no action was taken.

Chairman Morgan Ellsbury opened the subdivision review hearing for the Hidden Canyon Estates Minor Subdivision by asking County Attorney, Joe Baron to provide his legal opinion concerning the subdivision application documents. Tim Lyons stated that there are a few revisions needed on the subdivision plat. Present for the review hearing was Caleb Massie and County Attorney, Joseph Baron. Discussion was held; Vice-Chairman Cody Galloway moved to recommend approval of the subdivision to the Board of County Commissioners with the condition that the revisions mentioned by the County Attorney, Joseph Baron and Tim Lyons are completed; Terry Wilkerson seconded, all ayes, motion carried.

Vice-Chairman Cody Galloway moved to adjourn the meeting; Terry Wilkerson seconded, all ayes, motion carried.

The meeting adjourned at 8:38 p.m. to meet in regular session on Monday, July 11, 2022, at 7:00 p.m., in the Crook County Courthouse Jury Room in Sundance, Wyoming.
